Bombing Open Spaces

Jeffrey Goldberg notes that there are fewer civilian casualties so far in Gaza than there were in Operation Cast Lead:
Israel also seems to be getting better at not killing civilians in Gaza. The numbers are of course too large, and this could change in an instant, but right now the casualty rate is much lower than in Operation Cast Lead. And yes, of course, much smaller than the numbers from the American drone war in Pakistan.
Yesterday I heard a BBC World Service report that Israelis were often targeting streets and open spaces rather than buildings.  The blasts still damage the surrounding buildings, but the people inside are not killed.
