Al-Sammarae Innocent - Time for a New Charge

I just learned that yesterday, Ayham al-Sammarae, the Iraqi-American former Minister of Electricity, was found innocent by the appeals court. (See here and here for background.) However, according to an odd provision of Iraqi law, the original judge must sign on to the appeals court verdict. In this case, however, the judge in question has yet to sign the form. Not only that, but late last night, his Commission on Public Integrity produced a new charge and declared that al-Sammarae would continue to be held while this new charge was investigated.
