Karabakh Constitution

The self-proclaimed Republic of Nagorno-Karabakh has overwhelming approved its first constitution. NKR President Arkady Ghukasian seems aware and accepting of the fact the region's status will ultimately be decided by negotiations, and cast this move as a factor influencing those negotiations. Azerbaijan, however, is promising to make it a negative influence, declaring it move back on what they are presently offering regarding the region's status within Azerbaijan. I suspect this won't affect the final outcome of the talks, though it may slow things down a bit.
